Today in the course of the briefing in the Parliament Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine summed up the results of the work of the 6th session of the Verkhovna Rada of Ukraine of the Sixth Convocation and touched upon the issue on discipline and responsibility in the Parliament.
The Deputy Chairman indicated that in general from the formal point of view, 6th session of the VI convocation was rather productive. "If we take into the consideration the quantity of bills and decision that were adopted, it was one of the most efficient sessions for the last period of time", he declared and gave the following examples: fro the session period (from 02.02.2012 10.07.2010) 1038 bills were scrutinized, 135 adopted in their entirety, 86 in the first reading and 504 resolutions were adopted. M. Tomenko also mentioned that "for the long time there has not been such a work in afternoon and evening time." "Though, if one take into the consideration, meaningfulness and significance of the bills, the session was organized in such a way to harmonize with the ideology of the parliamentary numerology", he explained and declared that two ‘6´ figures is not the best coincidence.
Thus, M. Tomenko is convinced that the sixth session commenced two dangerous tendencies. First of all it is liquidation of the Parliament as the territory of the democratic adoption of the decisions in the interests of the whole society, as the opposition almost doe not have any chances in the Parliament. The second tendency is evolutional withdrawal of the Verkhovna Rada of Ukraine authorities.
Moreover, in the course of the briefing, the Deputy Chairman made public the information on the participation in the sittings of the Verkhovna Rada of Ukraine of the People´s Deputies and emphasised the positive influence of such reports on the attendance of the plenary meetings.
M. Tomenko also named "top ten absentees" and stated that the situation with this list is better now. "There is no People´s Deputies that missed all the sittings, though, unfortunately, there are deputies that attended one or two meetings of the parliament." The majority of such Deputies belong to the Party of Regions Faction (7 Deputies of Ukraine), three are YTB members (one of them has already entered the coalition, though formally he belongs to YTB).
M. Tomenko expressed hope that "is we continue criticizing and moral influence on the absentees they will participate in the work more actively or they can resign their mandates and those, morally and positively evaluated, will continue their efficient participation in the Parliamentary work, thus, there will never be a situation when during the afternoon sitting twenty of thirty Deputies vote for the issue of the strategic character for Ukraine."
